MLB fiddling with pre-tacked baseballs

This makes no sense. No one was concerned that the sticky stuff MLB was freaking out about was enough to actually be considered doctoring balls. They just wanted to not make it so easy to get spin, to increase offense. So what's this about now? Seems like Manfred is just flailing.
