I saw the game and watched the replays. I don't see how they ruled he "would have" caught the ball. He had a chance to catch it, but, it was no sure thing. And Doug brought up a good point, does that mean an opposing fan can ruin a play to guarantee an out for his team? Yes.
As the rule stands now, that is exactly what happens. The fan can effect the outcome of the game to his/her liking by an intentional act of interference.
It wouldn't happen often, but the rules should not even permit it. I suggest a no play call as if time out had been called as soon as the baseball is touched by an outside agency. In this case Bregman doesn't get his triple, but he's not out either. This could also be applied with fair balls which are touched by ball boys/girls and interference by structures replacing the ground rules which vary from park to park.
Umpires are only involved as far as whether the interference occurs with a fair ball (grounder in play that bounces out) or is in of the field of play like catwalks, speakers, lights and support beams. This should be reviewable.
The fan should still be ejected and perhaps for the season if it is an egregious act of interference
