Rondon, McHugh, and Harris have the best FIPs of the Astros bullpen as I recall. Having a bullpen that is both rested and *good* will be a huge advantage in the postseason.
The Indians bullpen may well be rested by September, but they won't be good unless they do some major promotions or trades.
