Sure it would make sense to move him down now. In spite of his .344 OBP over the last 7, his OPS for the last 7 is just .566. Kemp (.455), Bregman (.438), Gurriel (.423) and Altuve (.387) all have higher OBPs over the last 7. Kemp, Bregman and Yuli all have an OPS over 1.000 and Altuve has an OPS of .870 over the last 7. 

Until Correa returns, I like your idea of a 1-4 of Altuve, Kemp, Bregman and Yuli. Since Altuve is not hitting the long ball like he did last season, I think his skills would be better used at leadoff. While I like a Bregman at #2, his bat might be better at #3 with Kemp at #2 until Correa returns. Once Correa returns, a 1-4 of Altuve, Bregman, Correa and Yuli would look pretty stout.

The farther down the order he bats the fewer at bats he will have to make the offense sputter.
